Colorado Secretary Of State Admits Mailing Over 31,000 Voter Registration Instruction Cards To Non-Citizens

The Colorado Secretary of State’s office admitted in October that it mailed more than 31,000 voter registration instruction cards to non-citizens ahead of the 2022 midterm elections.

“The Secretary of State’s office blamed a ‘data analytical error’ for the noncitizens in 58 counties receiving voter registration materials,” the Public Interest Legal Foundation (PILF) said in a press release on Jan. 5.

The mailing and Colorado’s state election roll maintenance procedures are being looked into by PILF, a national organization that monitors elections for integrity.

Investigators believe that Colorado’s contract with the Election Registration Information Center (ERIC), a nonprofit organization offering voter list maintenance services to 32 states, needs to be looked into.

PILF alleged that “ERIC played a significant role in this error.”

Officials from the secretary of state’s office also stated that the list of 31,000 recipients was generated by comparing the statewide voter roll to the list of licensed drivers in the state.

“That very comparison is a core ingredient in membership in ERIC,” PILF said. “It is intended to find eligible citizens who are not registered to vote and to encourage them to register to vote.”

The organization’s study found that 28,073 foreign nationals in Colorado’s nine most populous counties were mailed voter registration information, led by Arapahoe, Denver, and Adams counties.

According to PILF, the state prohibited local election workers in Moffat County from knowing the identities of the 54 foreign nationals who obtained voter registration information cards, citing unclear “possible legal difficulties” as the justification.

“When the Secretary of State of Colorado did not disclose to county officials the names of the foreigners offered voter registration materials…she hid the ability of the public and law enforcement from ascertaining whether, indeed, foreigners did register to vote,” said the PILF report.

Similarly, election officials in Arizona were arrested for an alleged “ballot harvesting” scheme where early ballots from other voters were collected and deposited into a ballot box on Aug. 4, 2020.

Gloria Lopez Torres and Nadia Guadalupe Lizarraga-Mayorquin were both charged by the State Grand Jury with conspiracy and ballot abuse arising from the said scheme in November. The Grand Jury alleged that Torres collected seven ballots from Lizarraga-Mayorquin and that Lizarraga-Mayorquin collected at least one ballot from a third party.
