It is long-time speculation that current U.S President Biden may be suffering from cognitive impairments and a recent comical mishap further supports this claim.
President Biden’s explicit instructions may be seen in photos from a meeting with cabinet officials at the White House.

A little while later, he read from a different note card that he placed in front of him and held up.
The president’s instructions were written on the other side of the note card facing the cameras.
The first bullet item said, “YOU enter the Roosevelt Room and say hello to participants. YOU sit”
A parenthetical phrase said, “2 minutes,” following a bullet point that said, “Press enters.” Ultimately, Biden spoke for almost eight minutes.
When the “Press” left, Biden was instructed, “YOU ask Liz Shuler, President, AFL-CIO, a question,” with the added caveat that Shuler was “joining digitally.”
Thanking participants and departing are the final two bullet items.
According to a White House official, politicians and government officials utilize this style frequently, who spoke to Fox News about the matter.
In an interview with Fox News, former Obama White House communications director Hannah Hankins said the president utilized a similar note-taking system during his tenure as president.
In the past, Biden’s notes have been shared widely online. “Tough Putin Q&A Talking points” was written on a card he held during a press conference about the crisis between Russia and Ukraine in March.
“Sir, there is something on your chin,” read a message given to the president during a July event.
It isn’t the first time a president’s notes have drawn attention from the media. “I hear you,” and other prepared comments were scrawled on Trump’s handwritten notes during a meeting with Parkland victims’ families at the White House following the Marjory Stoneman Douglas High School mass shooting in 2018.
During his first impeachment hearing in 2019, Trump’s handwritten notes that said “I want no quid pro quo” went viral.
Republicans have frequently questioned President Joe Biden’s mental health while in office. Earlier this year, Republican senators demanded that he undergo a cognitive test to show that he is qualified to be president of the United States.
